First, I'd document the functional needs via onsite or remote interviews with appropriate level management and field managers.
At that point, depending on the understanding of you current and future needs, we will together decide if a formal RFP process is needed or, a detailed review of known potential vendors will be conducted by me. This market research will lead to identification of 2 - 3 shortlisted vendors. I would coordinate and conduct a review of the product functionality and product demonstrations. A leading vendor will emerge and contract negotiations would begin.
Alternatively a more function-by-function response from potential vendors can be done with an RFI and /or RFP.
Either way, the process will conclude with my doing contract negotiations, etc. Costs will range based on the approach selected.
